Jay Pendarvis is the Co-founder and CEO of Enclave Holdings, a strategic Mergers & Acquisitions (M&A) platform focused on the acquisition and long-term growth of small to mid-sized companies operating within the Intelligence Community. Backed by deep industry expertise and committed to national security objectives, Enclave partners with founders and teams to preserve mission-critical capabilities while unlocking new value. As CEO, Jay oversees the strategic direction of the firm, including acquisitions of assets within the Intelligence Community. As the past President of JWP Consulting, he spent over a decade advising government contractors in the intelligence and defense communities with their M&A needs on both buy- side and sell-side transactions. He provided strategic guidance and insider knowledge to clients and led a team of experts offering a range of services, from pipeline creation and proposal writing to acquisition preparation and due diligence support. Thanks to JWP’s extensive network and understanding of the government and government contracting landscape, his team has successfully facilitated over $40 million in transaction volume. While leading JWP Consulting, Jay also cofounded 5i Cloud Solutons, an Enterprise Service Management consulting company providing cloud engineering services to Federal and Commercial agencies leveraging its expertise in ServiceNow, AWS, Azure, and Google. Preceding JWP and 5i, he was the Founder & President of Cerebral Solutions, a multi-million- dollar provider of big data and network solutions for the Intelligence Community. Under his leadership, Cerebral was successfully acquired by RGS Associates, where Jay led the Intelligence Group and facilitated transactions involving two additional organizations. While Enclave is his most recent venture, Jay began his career at Lockheed Martin over 30 years ago and has been an executive and entrepreneur in the government contracting space ever since. He has the highest level of security clearance, Top Secret/Sensitive Compartmented Information with a Full Scope Polygraph (TS/SCI-FSP). An avid community volunteer, Jay serves as the Board Treasurer of The Leah Hood Foundation, an organization providing financial stewardship and strategic guidance to those affected by domestic violence. Jay received his BA in English from Lincoln University and is a graduate of The Harvard Business School’s Owner/President Management (OPM) Program.
